RESERVATION POLICY (for Chandigarh Colleges only)
A candidate applying in the Reserved Categories shall carefully indicate his/her
claim for only one category in the Admission Form. However, a candidate
claiming a seat in the Reserved Category will have the right to be considered in
the General category according to the overall merit. Thus, the Reserved Category
candidates are not required to fill for the General Category.

A. UT Pool 60%: Out of the total sanctioned intake of the institutions 60% seats will
be filled up from amongst the students who passed their qualifying examination
from colleges recognised by the Chandigarh Administration and situated in the
Union Territory of Chandigarh as a regular student of the said Colleges/ Institution,
subject to the condition that such students must have studied for two years at
Chandigarh and have passed one lower qualifying examination from the local
colleges/ institutions. These seats will be termed as ‘UT Pool’.

B. General Pool 40%: Out of the total sanctioned intake of the institutions 40%
seats will be filled from amongst the students who pass their qualifying
examination from the institutions other than those located in the Union Territory of
Chandigarh or otherwise. These seats will be termed as ‘General Pool’.
Scheduled Castes/ Scheduled Tribes
The following percentage of seats is prescribed for the students belonging to
Scheduled Castes and Scheduled Tribes:
U.T. Pool Scheduled Caste – 14% Scheduled Tribes – NIL
General Pool Scheduled Caste – 15% Scheduled Tribes – 05%
If the requisite number of students of SC category in the UT Pool is not available,
the seats will be made open to these students belonging to General category in the
General pool. If the requisite number of students belonging to SC/ST categories is
not available, the reservation will be interchangeable amongst the students of
these categories. However, if the Reserved seats still remain unfilled, these will be
made open amongst the students of the General category of the said-pool.
Ex-Serviceman, Dependents of Defence/ Para-Military Personnel etc.
5% of the seats in each pool would be filled in from the following categories of
students in order of preference:
(a) Sons/ daughters/spouses of the defence personnel who are awardees
of gallantry decorations of Paramvir / Mahavir / Vir Chakra in person or
posthumously.
OR
Sons/ daughters/spouses of the defence personnel and para-military
personnel like CRPF, BSF etc. who are killed or are totally

NOTE:
i) The applicants seeking admission under categories (a) are required to submit
the photocopy of citation for gallantry award, failing which they will not be
considered for this category.
ii) The applicants under category (b) and (c) are required to submit the certificate
from the respective headquarters regarding death or total incapacitation while
in service.
iii) The applicants seeking admission to category (d) are required to submit
discharge certificate from service and certificate of dependence from the
Director Zila Sainik Board.
The applicants claiming admission under category (e) are required to submit the
certificate of dependence from the unit in which parent/ spouse is serving.
Physically Handicapped
3% seats in each pool would be filled from amongst the physically handicapped
candidates (1% each to be reserved for persons suffering from (i) Blindness or loss of
vision (ii) Hearing impairment (iii) Locomotor disability or cerebral palsy). The students
having temporary handicap would not be considered against reserved seats. Eligible
candidates will furnish a medical certificate on the prescribed proforma from a
government gazetted medical officer alongwith the application indicating percentage of
disability whether he/she is otherwise able to carry on the studies and perform the
duties of a teacher, name of the disease causing handicap, whether handicap is
temporary or permanent, whether handicap is progressive or non-progressive. Only
such candidates whose handicap is above 40% are eligible. If such a certificate is not
attached with the application, the candidate will not be considered for the seats
reserved for this category. The candidates selected provisionally for admission under
this category will have to appear before the Medical Board constituted by the Principal
Medical Officer, General Hospital, Sector 16, Chandigarh, for determining the
percentage of handicap/ disability. The final selection will be made on the basis of the
certificate issued by the Medical Board. If the candidate does not present himself/
herself before the Medical Board on the date intimated to him/her, his/her candidature
against this category will be rejected and no subsequent opportunity will be given to
him/her.

Children and Grandchildren of Freedom Fighters
2% seats from each pool will be filled from the children and grand children of freedom
fighters.
(a) A freedom fighter is a person who has either been granted freedom fighter
pension by the Chandigarh Administration or has been awarded Tamra Patra by
Government of India for his political sufferings. No person other than the above
mentioned persons will be considered as freedom fighter for the purpose of
reservation in admission. The requisite certificate will be issued by the Deputy
Commissioner of the district to which the student belongs, which will be
considered irrespective of the form in which it is issued, provided it is selfexplanatory.
(b) Grand children mean son’s sons/daughters or daughter’s sons/ daughters. Wards
of freedom fighters who have been awarded “Tamra Patras” by the Government of
India would also be eligible for reservation under this category. In the case of such
freedom fighters they should produce their “Tamra Patras” certificate, freedom
fighter certificate and dependence certificate from the Deputy Commissioner of
the district in which they reside.
NOTE: The applicants from this category will not be considered without the following
documents:
i) The photocopy of “Tamra Patra” certificate or freedom fighter certificate
ii) Dependence certificate from the concerned Deputy Commissioner.
Sportsmen/ Sportswomen
a. 2% seats would be filled with sportsmen or sportswomen on the basis of their
merits as per grading criteria forwarded by the Chandigarh Administration. This
category shall not divided into UT Pool/General Pool. Benefits of reservation under
this category shall be available only to the following categories of the students:
(i) Who passed their qualifying examination from colleges recognised by Chandigarh
Administration and situated in the Union Territory of Chandigarh as a regular
student of the said college, who have studied in Chandigarh colleges for at least
two years before applying for gradation certificate subject to the condition that
such students must represent Chandigarh state etc. in the national/ other
recognised tournaments.
(ii) Where Chandigarh Administration has adopted the notification of other States/
U.T.s on reciprocal basis to give benefits of reservation in admission in sports
category in Chandigarh, they will be graded as per existing policy of Chandigarh
Administration.
(iii) Counter signing of gradation certificates shall only be admissible on reciprocal
basis provided that counter signed certificates will be graded as per policy of
Chandigarh Administration.

b. Performance in the following sports discipline will only be considered for the
purpose of sports gradation certificate:

NOTE: Students seeking admission to this category shall be considered only:
(i) If his/her age falls within the age group which is eligible for participation in the Inter
College/ Inter University Tournament.
(ii) If his/ her achievement in sports relates to his/her activity in any of the three years
preceding to admission (e.g. For admission in the year 2010-2011 the
achievements shall not be prior to April 1, 2007).
Foreign students
2% seats are reserved for foreign students in B.Ed. course. The foreign students
should submit along with their application the following documents without which they
will not be considered for admission under this category:
(i) Eligibility Certificate: If a student is seeking admission on the basis of foreign
qualification.
(ii) Long term student Visa
(iii) Proof of foreign Nationality
NOTE:
(i). Foreign students residing abroad should apply though their respective Embassies
to the Secretary, Govt. of India, Ministry of External Affairs, New Delhi.
(ii). Foreign Students desirous of seeking admission to B.Ed. course who are in
India will compete amongst themselves for the seats created for them by
appearing in the B.Ed. Entrance Test. Those living and applying from abroad
shall be required to produce the test score of the Graduate Record
Examination (GRE) from Princeton USA. Foreign Candidates shall also have
to comply with all the requirements of Government of India, Chandigarh U.T.
Administration as well as Panjab University as prescribed by them from time
to time.
There will be NO RESERVATION for any categories other than the categories
mentioned above in this prospectus.
The reservation policy and seats as given above shall be strictly adhered to. In case
seats in a Reserved category remain vacant on account of non-availability of qualified
candidates such seats will be filled up from the General category. The candidates who
had applied for a Reserved category will be considered for the particular category.

Guidlines for Filling Form for B.Ed Admission

Filling of online application form will involve three steps.
STEP – 1: Registration and Payment of Fee.
The candidate will visit the website http://bedadmissions.puchd.ac.in
The candidate will register by filling the Name, Date of Birth and e-mail address.
After submitting it, the candidate will get Login ID and Password and a reference number which he/she should note down. He/she also get link to print a bank deposit slip bearing his name & Reference number. He/She will take print out of the bank deposit slip and deposit fee in a branch of State Bank of India.
The fee to be deposited is is Rs. 500/- for SC/ST/BC and Rs. 1000/- for others The bank shall return student copy and University copy to the Candidate with Journal ID and Branch code.
STEP – 2 : Application Form
The candidate shall go back to the website after 24 hours from the time at which bank fee was deposited, for the submission of Admission form. The candidate shall click on Login and will feed Login Id and Password. After login fill the form as per instruction given therein. Use next option for verifying information and use edit button to edit the information.
The candidate shall fill in Journal ID provided by the bank, fee amount, Deposit
date, Branch Code and submit form. Candidates in reserved category shall
carefully indicate the claim for one category only and must read reservation
policies for Punjab and Chandigarh.
• The step –I will be closed on 24th July, 3.00P.M whereas Step II will close on
July 25, 2011 till 5.00P.M. Incomplete forms will not be accepted by the
computer.
• The candidate should read the Punjab Govt. Notification no. 14/18/2011-
3edu.1/2100 dated 09-06-11 carefully and the modifications henceforth.
STEP 3: College and Subject Choice filling
The candidate will visit the website http://bedadmissions.puchd.ac.in
The candidate will enter Login Id and Password obtained after submission of at
Step I given above. The particulars of the candidate would be displayed on the
form. The candidate are strictly advised not to disclose his/her password to
anyone.
The candidate will have to fill-in the choices by selecting the College, Subject Combination and Priority. The choices will be stored only when the form is submitted by the candidate.
The Candidates are advised to fill-in maximum number of choices in terms of Colleges and Subject Combinations.
In order to keep a record of the choices, candidates are advised to take a printout of the choices by clicking on the Print option.
The schedule and detail for filling college/subject combination choice shall be notified later on.
All allocations will be made on the basis of merit list prepared from information submitted by the candidate and the choices filled by the candidate.

IMPORTANT INSTRUCTIONS FOR THE COLLEGES OF EDUCATION

1. A college must fill in the ‘Mandatory Declaration Proforma’ as notified by the Punjab Government Notification No. 14/18/2011– 3 Edu. 1/2100 dated 9.6.11.
2. The duly filled ‘Mandatory Declaration Proforma’ should reach the office of the Coordinator, Joint B. Ed. Admissions 2011, Department of Education, Arts Block No. II, Panjab University, Chandigarh – 160 014 by July 8, 2011.
3. Any college which fails to fill in the ‘Mandatory Declaration Proforma’ shall not be allowed to participate in the admission process.
4. ‘Mandatory Declaration Proforma’ is available at the official website for the Joint B. Ed. Admissions 2011 http://bedadmissions.puchd.ac.in
5. The colleges are also required to fill in the Statement of Seats (Major Subject & Reserve Category wise) on the prescribed proforma available at the website http://bedadmissions.puchd.ac.in and be sent through email to the Coordinator, Joint B. Ed. Admissions 2011 by July 8, 2011 at the email id bed2011@pu.ac.in
6. Each college is requested to open an operative ‘Help Desk’ by July 6, 2011 to facilitate the students seeking admission to B. Ed./B. Ed. Yoga Course for the session 2011 – 12.
7. Every participating college will be allotted a unique Login Id through the website http://bedadmissions.puchd.ac.in
8. List of allocated candidates to the college will be made available through this unique login Id through the website http://bedadmissions.puchd.ac.in
9. All communications from Panjab University, Chandigarh, with the colleges with respect to B. Ed. admissions henceforth, will be through email after July 8, 2011. The official email id of the Coordinator, Joint B. Ed. Admissions 2011 is bed2011@pu.ac.in
10. Only major subject will be allotted to the candidate through the online admission process. The minor subject will be allotted by the concerned college.
11. When the candidate reports for the admission to the allocated college, the concerned college will verify all the documents and will admit the
candidate only, if found eligible.
12. The colleges are to check the following set of the certificates:
a. Detail Marks Card of Matric for Date of Birth
b. Detail Marks Card of all the examinations passed by the candidate.
c. Character certificate (from the last institution attended)
d. Residence certificate as per the requirements of the Punjab Government/ Chandigarh Administration.
e. Relevant reservation category certificate (in case of reservation claims)
f. Any other relevant certificate
13. Any mistake in the verification of documents/claims would be the sole responsibility of the college.
14. In case of candidates seeking benefit of 5% marks for rural area, the college should verify the certificates of both 8th and 10th class and further the certificate to the effect that the school falls in the rural area should be issued by the Head of the School and duly countersigned by DEO.
15. Admission will not be given to those candidates whose claims are found to be incorrect. All such candidates should be referred back to the Coordinator, Joint B. Ed. Admissions 2011, through the official communication.
16. All the colleges interested in inserting advertisements for management quota seats in the newspapers are permitted to do so from August 13, 2011.
17. The colleges can start filling the management quota seats from August 19, 2011 and they shall be required to fill in the seats within three days of the completion of the first counseling i.e. August 19, 2011 to August 21, 2011. The information regarding the seats left vacant must reach the Coordinator, Joint B. Ed. Admissions 2011, by August 22, 2011 through email.
18. Incase the information regarding filled seats in management quota in a college is not provided in time it would be presumed that these seats are vacant and the admission committee shall offer these seats to the available candidates during second counseling.
19. It is further to be taken care that, in case of subject combination, every
institute must fill 24% seats out of the total approved intake of seats in any
one or more of the following combinations:
Science/Math/Language*
Physical Science/Math /Life Science/Language*
Computer Education/Math/Science/Language*
(Language* means English/Punjabi/Hindi/Sanskrit as per the Punjab Government Notification)

As per Punjab Government Notification No. 14/18/2011-3 Edu.1/2100 dated, Chandigarh 9.6.2011, and orders of the Chandigarh Administration, Panjab University will conduct the centralized online counseling for admission to B.Ed. course in the Colleges of Education (situated in Punjab & Chandigarh) affiliated with Panjab University, Chandigarh; Guru Nanak Dev University, Amritsar; Punjabi University, Patiala and Lovely Professional University, Phagwara for the academic session 2011-2012 (for details visit http://bedadmissions.puchd.ac.in).
The process of online submission of application form will be from July 9, 2011 to July 25, 2011. B.Ed admissions 2011 : Punjab and Chandigarh

Admission for B.Ed. 2011-12 in the recognized and affiliated Colleges of Panjab University, Chandigarh; Guru Nanak Dev University, Amritsar; Punjabi University, Patiala and Lovely Professional University, Phagwara situated in the state of Punjab will be held on-line by Panjab University as per the orders of Governor of Punjab. This decision was taken here today, at Panjab University in the meeting of Central Admission Committee which included representatives from all the concerned Universities. This process will include admission to B.Ed. and B.Ed. Yoga also in the colleges situated in Chandigarh.

Other significant decisions taken in the meeting were that admissions will be held on the basis of merit qualifying examination. There will be no entrance test. Counselling fee shall be rupees One Thousand only and there shall be no hike in this non-refundable counselling fee. Advertisement to this effect shall be published by 6th July, 2011 in the leading newspapers of the region. Panjab University website exclusive for this purpose shall become operative from 9th July, 2011 onwards. However, the information details will be available on the website www.puchd.ac.in

The admission to self financed colleges shall be subject to the outcome of LPA NO 1267 of 2010 in Civil Writ Petition no. 10091 of 2009 and CM No. 7601-7602 of 2011 in cwp 10091 year 2009. All the colleges of education interested is being a part of this Admission process are required to fill up the mandatory information Performa as circulated by Punjab Government notification and submit the same with co-ordinator B.Ed. admission 2011-12 by 5.7.2011 positively on the following address: Dr. Nandita, Co-ordinator, Joint B.Ed.
